Freestone County is getting two new solar farms - and part of a third - all of which are the result of the Chapter 313 agreements set up by the state, a program that expired Dec. 31.
The Chapter 313 agreement is a limitation on appraised value, not an actual tax abatement. Also known as the Texas Economic Development Act, the legislation was implemented 20 years ago, and ended last month.
