The potential process of beginning new City Hall facilities at the Navarro College Fairfield campus hit a roadblock this past week.
During their Aug. 19 meeting, Fairfield City Council unanimously approved an ordinance calling an election to authorize the issuance of certificates of obligation, the main form of payment the city intended to use on the Navarro project, among other public works.
